Edward Emmanuel Harris Jr., 33, of Kenmore Crossing Boulevard was cited for passing a stopped school bus in the 14800 block of Industrial Parkway at 6:32 a.m. Monday. Reports indicate the citation stemmed from a Dec. 9 incident.
